Kohana 3.2自定义错误处理

我正在尝试为404、403、5xx错误创建自定义错误页面。我按照文档创建了一个错误控制器，覆盖了Kohana_Exception类并添加了一个路由。

当我抛出HTTP_Exception_403异常时，根据错误控制器，它不会重定向到welcome。我想我错过了一件很简单的事情。

我调试了它，发现执行点并没有到达我的控制器。所以这可能是Route的一个问题。什么是合适的路线？真正的问题可能是什么？
